1. Background to EED
The European Endowment for Democracy (EED) is a grant-giving organisation that supports civil society actors struggling for democratic change in their countries in the European Neighbourhood. A joint effort of the Member States and European Union institutions, EED is an independent private law foundation with its seat in Brussels.
EED supports pro-democratic civil society organisations, movements and individual activists acting in favour of a pluralistic multiparty system regardless of their size or formal status. EED also provides assistance to young leaders, independent media and journalists, provided they adhere to core democratic values and human rights, as well as subscribe to principles of non-violence. Women rights organisations and female activists are among the recipients of support and gender perspective is mainstreamed in all EED-funded actions.
The EED is currently seeking a Monitoring & Evaluation Manager to lead the development, refinement, planning, and implementation of EED’s monitoring and evaluation activities.
3. Scope of Work and Outputs
Reporting directly to the Director of Operations, and under the overall supervision of the Executive Director, the Monitoring & Evaluation Manager will:
Monitoring and Evaluation
- Lead on the implementation and further development, systematisation and institutionalisation of the EED Monitoring and Evaluation system with a strong focus on institutional learning and demonstrating EED’s results to its donors;
- Support programme and grants staff on an ongoing basis with regards to day-to-day monitoring of their grants;
- Lead on capturing evidence to demonstrate the impact and added value of EED and its operations in its countries of geographic mandate, in close cooperation with programme staff;
- Draft monitoring and evaluation reports to capture the results of and demonstrate the short and longer term impact of EED’s grant making activities with the support of the programme staff;
- Implement, and if needed update, EED Guidelines on Monitoring and Evaluation linked to EEDs Results Based Framework;
- Develop support tools for programme and grant staff efficiently collect and document relevant data;
- Lead on implementation of the Most Significant Change process within the EED M&E System as well as regular Grants Evaluation Meetings;
- Organise trainings and workshops on topics related to monitoring and evaluation for staff of the EED and ensure ongoing capacity building of programme/grant staff to enable sound monitoring of grants;
- Carry out monitoring and evaluating of EED funded projects, both desk based and through monitoring missions;
- Commission evaluations of the EED as an institution and of the portfolio of grants/projects financed by the EED (geographical and/or thematic), in line with the evaluations foreseen in the EED statutes.
- Set up and ensure sustainable mechanisms are in place for EED in the areas of knowledge management;
- Provide guidance on “knowledge management” (capturing and sharing organisational knowledge, introducing into EED the latest trends and best practices in M&E, especially in the field of democracy assistance);
- Develop and maintaining contacts with counterpart development agencies, government officials, representatives of EU institutions as well as relevant international organisations and non-governmental organisations to ensure information exchange and synergies in the area of results-based management, monitoring and evaluation;
- Monitor, reflect and research into trends in democracy support, and draw links and parallels to EED’s democracy support interventions;
- Monitor multilateral and bilateral activities in the area of the democracy agenda in order to seek synergies with EED’s activities and to avoid duplication.
4. Required Expertise
The Monitoring & Evaluation Manager shall have the following experience:
- A Master’s degree in a relevant subject (i.e. evaluation, development, social sciences, economics and international relations, political science) or equivalent;
- At least 5 years of proven full-time professional experience in grants or project administration/management in relevant international development organisations, foundations, NGOs or donor agencies;
- At least 3 years of professional experience in the design and use of monitoring, evaluation and quality tools in development assistance and learning approaches;
- Demonstrated dynamic, up-to-date knowledge of evaluation methods and practice, resources, relevant networks, centres of research/progress in evidence building;
- Sound knowledge of grant-giving and democracy support procedures;
- Substantive understanding of political issues and trends in the EU Neighbourhood (and beyond) as well as relevant EU policies;
- Ability to independently manage, organise, plan and implement work assignments and work under pressure of tight deadlines;
- Full professional fluency in English (near to native) and good knowledge of French. Arabic and/or Russian would be significant advantage;
- High degree of communication skills and excellent interpersonal skills;
- Ability to develop strong working relationships internally and externally at all levels;
- Ability to keep full confidentiality about all assigned tasks and related documentation as well as ability to exercise confidentiality, discretion and tact, when dealing with diverse groups of people;
- Readiness for frequent duty travel.
- Assignments overseas in development cooperation;
- Demonstrated active membership of recognised evaluation networks;
- Experience in Most Significant Change stories methodology and similar participatory methodologies.
5. Key eligibility criteria
- preferably be a national or having permanent residence permit of one of the EU/EEA countries or Switzerland;
- be entitled to his/her full rights as a citizen;
- have completed any obligations imposed on him/her by the laws concerning military service;
- produces the appropriate character references as to his/her suitability for the performance of his/her duties;
- be physically fit to perform his/her duties;
- hold, or be in a position to obtain, a valid Personnel Security Clearance Certificate (national or EU PSC at CONFIDENTIAL and/or EU SECRET level).
6. Terms of Contract
The EED is not an international organisation or EU institution and its employment contracts are fully based on Belgian Employment Law.
Indicative net salary range is between €3,200 and €4,000 per month depending on qualifications and individual circumstances, plus competitive personal benefits (subject to Belgian tax and social security).
